Good morning ladies and gentlemen, on behalf of the commanding officer Officer training Command Newport welcome to the graduation ceremony for officer candidate school class 09 to one Consisting of 85 candidates. The order of events for today’s ceremony is as follows at 1000 Captain Heisenberg, United States Navy commanding Officer of Officer Training Command Newport will arrive. The graduates will rise for the arrival of the official party and remain standing for the plane of the national anthem and invocation. The commanding officer will address the graduating class and the class will receive the oath of office by the commanding officer. The graduates will then be recognized to the presentation of their commission by the commanding officer. Ladies and gentlemen, the official party will now arrive. Yeah. You have fashion and created us as a people and called us as a nation to a place of trust and leadership in the world. We honor this day our newest naval officers and we ask for your special blessing upon them as they embark on their journey into the fleet Father Today our hearts rejoice and the day these graduates have dreamed of has finally arrived. So many are proud of their achievements. However, we are mindful that our achievements are possible only through the life you have given us the parents who have loved and nourished us and through the host of peers and friends along life’s way who encouraged us and those here at Officer training Command who guided and molded each life, developing them into our nation’s newest naval leaders. No one person is an island and none are perfect and each is a witness to your watchful care and forgiving grace with every accomplishment and privilege. Came added responsibility. And each one of these officers stands here today accepting of the duty that our nation has entrusted to them plus all who have stood by these. We honor and give them an extra portion of your love Watch over and protect them as they head off to their new commands today, they stand on the shoulders of the greatest naval leaders of history who have inspired generations to fight for the freedom that make our country great. Ladies and gentlemen, Captain Mark Heisenberg, Commanding Officer, Officer Training Command Newport O. T. C. Staff family members, friends joining us on livestream and most importantly, soon to be commissioned Ensigns of class 09 Tech to one Good morning. Welcome to today’s graduation ceremony. I’m sure all of you have been dreaming of this day for a while and it’s finally here Today I will have the honor and privilege to commission all of you and celebrate your achievement of being the 85 newest instance in the United States Navy. But first let me give you one last piece of mentorship and it’s about trust the profession of naval officers, much like the medical and law professions, requires its members to take an oath in just a few minutes. The OTC staff and I will bear witness as you raise your right hand and swear a sacred oath to support and defend the constitution. This oath carries far more obligations than privileges it carries the obligation to serve in the most trusted institution in America, According to gallup polls that stretches back more than a decade. The american people trust the military more than any other institution list that includes the Supreme Court, Congress, organized religion, police, public schools, our medical system and our criminal justice system. It’s up to you to maintain this process. As George Washington once stated in an address to the officers of the Virginia regiment, remember that it is the actions and not the commission that make the officer and that there is more expected from him than the title. As an officer. You will lead and mentor what is truly one of our most valuable national assets. The enlisted men and women of our navy. The american people are trusting you, trusting you to care for and lead them in defending our constitution. I challenge you to maintain and build upon the american people’s trust through your actions as a naval officer. I am extremely proud of the effort you expended over the last couple of months, particularly during this pandemic. I know it has been challenging and I applaud all of you for having the grit to stick with it until the end. You will need this grit with various leadership challenges you will encounter in the fleet. I wish all the best luck and remember to lead from the it is my pleasure to introduce Rear Admiral Erich Rutenberg. Rear Admiral Rutenberg is currently serving as the Vice Chief Engineer, Space and Naval Warfare Systems Command. Rear Admiral Ruttenberg has had a very distinguished career in the Navy, serving in the Navy aviation and information warfare communities, as well as numerous joint warfare communities in the Department of Defense. Over his career, he has received many awards. Unfortunately, while still in this covid environment and facing many travel and other restrictions, Rear Admiral Rutenberg was unable to be here in person. However, we are able to share a video prerecorded for this graduating class. Thank you Commander Huffman for allowing me to speak to our newest instance and to your staff for their superb support to all the graduates here today. Congratulations on your commissioning and welcome to the greatest wardroom there is first, I’d like to thank your families and friends for the support they have provided you during this journey. No one gets here alone. So make sure you thank your home team for supporting you through O. C. S. In the beginning, you probably didn’t include your drill instructors and Chief Petty Officers as family, but know that they were looking out for you and shaping you into the leaders that the Navy needs. Over the last 15 weeks, you’ve shown your instructors, the class officers and the staff here that you have the physical and mental toughness it takes to be a leader in our Navy. No more getting sandy or dropping down for push ups and mountain climbers from here forward, you’ll do that on your own because you want and need to be physically ready. There is more to war fighting and sailor readiness than toughness. Let’s think about sustained performance, grit and the ability to take a hit and come back. Every one of us has taken a hit, made a mistake or has had a misstep along the way. Great leaders use these events as learning opportunities and they come back stronger. This resiliency is what allows you as leaders in our great Navy to look adversity in the face and lead our sailors through challenging times as you’ve done here. You will get to your new commands and build that same trust and connecting this with your new shipmates. Trust is a critical attribute in our community. It’s knowing that your fellow sailors believe in and embody the same values of honor, courage, and commitment that you do. If you haven’t heard about Task Force one Navy yet, you soon will through a hard and focus self self assessment. We know that in addition to trust, respect is equally important to getting the most out of our sailors. How you build that trust and respect will be critical to your success and the success of your future commands. This leads me to the importance of knowing your sailors, not just how they are doing today, but where they come from. What was the path that they took to get to their current position and where are they on their journey? Each and every sailor has had different challenges. So I asked you to listen to their stories. Our Navy and for that matter, any organization is more capable, more agile and has a greater success when we are inclusive and diverse. This is why Four Task Force one Navy is so important. The sailors that you will work with and the fleet are absolutely ingenious and they will solve problems that we can’t even fathom today. Incentivize being bold and allow your sailors the time to solve problems, invest in your sailors futures and in turn, they will learn from your leadership, listening, growing and leading future sailors. Part of leadership is understanding the talents that each and every one of them brains, creating the environment to be innovative, taking risks and learning fast from our failures. The Navy you are joining is the best navy in the world because of our sailors. And now you are responsible for leading them. As you go off to your new commands know that regardless of the wardroom size, you are one team. As any team, you have been on. The success of that team, depends on how well you work together. Help your shipmates out, swarm on problems and be a great teammate. The instructors here have provided you with the initial knowledge required for you to enter the fleet and lead our sailors. Make no mistake. This is just the beginning of your opportunity to learn. I encourage you to read a 10 schools and take assignments that would challenge you to be a better leader. A great leader and mentor of mine always left messages and threes. So let me leave you with my three first. Listen, learn and lead. Listen to your chiefs, understand what you’re hearing and lead. Once you have made a decision. Second be a mentor and seek mentorship. 5 to 10 mentors of various ranks, commands and communities. Pick 5 to 10 sailors that our peers or juniors to you and mentor them. Lastly, take advantage of the opportunities The Navy has, take diverse jobs and have fun in every assignment. Our Navy culture, the trust we have in each other and our ability to execute any time anywhere and under any condition is what makes our navy the greatest fighting force in the world. I look forward to serving with you, fighting alongside you and watching you lead the greatest sailors in the world. Congratulations and welcome aboard.
